I have the honour to acknowledge Your Excellency's letter of 29th March on the subject of Mr. Seth. I
am unfortunate in not being able to convey my meaning to Your Excellency, although on re-perusing my letter it seems very
plain. Paragraph 5 of Your Excellency's letter does not in any way represent the views which I have put forward. My long
experience as an administrative officer renders it unnecessary for me to be reminded by Your Excellency of the elementary
principle that the most junior member of the service is as much
